ikon have been appointed by a number of pilot LHC authorities to undertake options appraisals to inform, the authorities of the strategic and financial benefits which LHC’s may offer compared to other options. ikon’s preparation of an outline business case for the preferred option is submitted in due course to the executive management team and members. This will cover the role and outputs expected of the approach, fit local strategy, and the Council’s objectives for the company (as appropriate).

Ikon’s brief in each location typically includes the following :

  • Establish the range of possible delivery models for securing the clients growth and regeneration objectives.
  • Carry out a preliminary assessment of the extent to which the options identified meet the agreed key criteria
  • Carry out a detailed appraisal of the most promising option(s), including completing a green book appraisal
  • Advice on the set-up costs to the Council of a Local Housing Company (as appropriate)
  • General advice within the Outline Business Case on partner procurement
  • Advice on the structure of the Local Housing Company.
